It's in a glovebox. Admittedly, the picture is cropped, but the original causes even more confusion because of a errant cigarette lighter that's loitering inside.

There looks to be some metal abrasion in the centre of the lower quarter as if something else metallic had impacted it a few times. Could it just be a metal plate (certainly doesn't look plastic or painted plastic) that when the glove box is closed meets with a magnet to told it (even if you have to pull a catch to open the glove box) in place?
